Govt Orders Probe into PMGSY Road Works in JK’s Poonch

   

SRINAGAR: The Jammu and Kashmir Government has ordered an inquiry into alleged irregularities in the construction of PMGSY roads in Poonch district, following complaints of non-compliance with detailed project reports and scheme guidelines.

“The inquiry pertains to four PMGSY road projects: Bonikhet to Chanasar (Package No. JK11-69), Chandimarh to Dogrian (Package No. JK11-44), Sailan to Mahara (Package No. JK-138), and Km 7th of 701 to Behramgalla (Package No. JK-161),” reads an order.

The Public Works Department had received complaints regarding deviations from the approved DPRs and PMGSY guidelines in these works. After a preliminary examination, a memorandum listing articles of charge and supporting details was issued to eight engineers through the Chief Engineer, PMGSY Jammu.

“The engineers named in the memorandum include Er. Satish Kumar Bhagat, Er. Mohd Parvais, Er. Manzoor Hussain, Er. Bikram Singh, Er. Shokit Ali, Er. Ashfaq Ahmad Mughal, Er. Anshul Bhagat, and Er. Madhu Sudan. Their responses to the charges were found unsatisfactory by the department,” it reads.

Subsequently, the government has appointed Er. Kewal Kumar Atri, In-charge Superintending Engineer, PW (R&B) Circle Poonch, as the Inquiry Officer to conduct a detailed probe under Rule 33 of the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956. Er. Shakeel Ahmed, In-charge Executive Engineer, PMGSY Division Poonch, will serve as the Presenting Officer in the case.

The Inquiry Officer has been asked to complete the process and submit a report within 30 days. The proceedings must include an opportunity for all engineers to be heard and may involve recording statements from stakeholders where necessary. (JKNS)
