SRINAGAR: Jammu and Kashmir has been upgraded to the “High Performer” category in the Logistics Ease Across Different States (LEADS) 2025 Report, released by Union Minister for Commerce and Industry Piyush Goyal at Vanijya Bhawan in New Delhi.
The Union Territory’s elevation marks a steady improvement in its logistics profile, having moved from the “Aspirers” category in 2023 to “Fast Mover” in 2024, and now to “High Performer” in 2025. The latest ranking reflects sustained gains in infrastructure development, policy reforms, and regulatory facilitation within the logistics sector.
The Department of Industries and Commerce in Jammu and Kashmir, which serves as the nodal agency, has been assessing performance across four core parameters: logistics infrastructure, logistics services, regulatory environment, and sustainable logistics practices. Officials said these improvements are the result of continued efforts to strengthen connectivity and streamline trade processes across the Union Territory.
According to the assessment, Jammu and Kashmir’s performance signals growing efficiency in its supply chain ecosystem and is expected to further strengthen investor sentiment while supporting broader economic activity in the region.
Among Union Territories, Delhi was ranked as an “Exemplar”, while Jammu and Kashmir featured among “High Performers” alongside several States and Union Territories, including Gujarat, Kerala, Maharashtra, Haryana, Telangana, Chhattisgarh, Bihar, and Puducherry.
The LEADS report is an annual index prepared by the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry, Government of India. It evaluates logistics performance across States and Union Territories with the aim of improving efficiency and reducing logistics costs nationwide.
