Jammu Kashmir Government Constitutes Department-Specific Officers’ Groups for AI Implementation

   

SRINAGAR: The Government of Jammu and Kashmir, General Administration Department, Civil Secretariat, has issued Government Order No. 909-JK(GAD) of 2026 dated 13.05.2026, pursuant to the decisions taken in the meeting of the UT-Level Steering Committee on Artificial Intelligence (AI) held on 07.04.2026, whereby sanction has been accorded to the constitution of department-specific groups of officers for time-bound implementation of select AI use cases across key departments under the India AI Mission, aimed at ensuring focused on-ground execution using available data and digital systems within defined timelines and measurable outcomes in alignment with the Ministry of Electronics and Information Technology.

The order provides that AI-driven initiatives will be implemented across ten departments with designated departmental officers, technical partners and supervisory authorities as part of the approved framework.

In the Public Works Department, the assigned project is “Land, Asset and Infrastructure Monitoring AI”, which will utilise geo-spatial artificial intelligence based on satellite and drone data to monitor roads, water systems, encroachments and infrastructure damage. The Jt. Director Planning has been designated as the departmental officer, while Krunal Patel, Additional Director, Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N), has been appointed as technical partner, under the supervision of the Financial Commissioner (Additional Chief Secretary), Public Works Department.

In the Department of Public Grievances, “AI-enabled Grievance Redressal and Service Delivery Optimisation” will be implemented using natural language processing (NLP)-based analytics on the Centralized Public Grievance Redress and Monitoring System (CPGRAMS) to auto-classify complaints, identify priority cases, track delays and recommend policy improvements. Ms Narinder Kaur, Additional Secretary (DoPG), has been designated as departmental officer, with Dr Krunal Patel, BISAG-N, as technical partner, under the supervision of the Administrative Secretary, DoPG.

In the Health and Medical Education Department, “Health Triage and Disease Surveillance AI” will be developed to support symptom-based triage, outbreak detection, referral support and medicine demand forecasting. The Managing Director, National Health Mission (MD NHM), has been appointed as departmental officer, with Krunal Patel as technical partner, under the supervision of the Commissioner/Secretary, H and ME Department.

In the School Education Department, “AI Learning Support in Education” will be implemented to identify learning gaps, generate practice material and enable targeted remediation through multilingual models. Deputy Secretary Deep Novel Kour has been designated as departmental officer, while Soma S Dhavala, Professor, Electrical Engineering and Computer Science, Indian Institute of Technology Jammu (IIT Jammu), has been appointed as technical partner, under the supervision of the Administrative Secretary, School Education Department.

In the Disaster Management, Relief, Rehabilitation and Reconstruction Department, “Disaster Risk and Early Warning AI” will be implemented by integrating weather, terrain, river and satellite data for predictive alerts relating to floods, landslides and avalanches. Deputy Secretary Snober Jameel has been designated as departmental officer, with Krunal Patel as technical partner, under the supervision of the Administrative Secretary, DMRRR.

In the Skill Development Department, “AI for Youth Employment and Skills Matching” will be developed to map youth qualifications with job roles, apprenticeships and government support schemes. The Director Skill Development, Additional Secretary Skill Development and Reetika Arora have been designated as departmental officers, with Krunal Patel as technical partner, under the supervision of the Administrative Secretary, Skill Development Department.

In the Agriculture Production Department, “Agriculture and Horticulture Advisory AI” will be implemented for crop planning, orchard management, pest and disease alerts and livestock health support. Anjum Andrabi (T.O) has been designated as departmental officer, while Soma S Dhavala, IIT Jammu, has been appointed as technical partner, under the supervision of the Financial Commissioner (Additional Chief Secretary), Agriculture Production Department.

In the Finance Department, “AI for Financial Analytics and Fraud Detection” will be implemented to enable predictive analysis of revenue trends, expenditure optimisation, anomaly and fraud detection in transactions, and improved budgeting and forecasting. Additional Secretary Harbans Lal and Programmer Arvind Singh have been designated as departmental officers, with Krunal Patel as technical partner, under the supervision of the Financial Commissioner (Additional Chief Secretary), Finance Department.

In the Power Development Department, “AI for Smart Energy Management and Demand Forecasting” will be implemented for load prediction, outage detection, grid optimisation, energy loss reduction and predictive maintenance of infrastructure. The Managing Director, JKPDCL, has been designated as departmental officer, with Krunal Patel as technical partner, under the supervision of the Administrative Secretary, Power Development Department.

In the Road Safety initiative under the Transport Department, AI-based systems will be implemented for identification of accident causes and corrective action through enforcement, engineering interventions, vehicle safety measures, and education and awareness. The Transport Commissioner has been designated as departmental officer, with Krunal Patel as technical partner, under the supervision of the Administrative Secretary, Transport Department.

The Terms of Reference stipulate that the groups shall finalise one to two implementable use cases within 10 days based on data readiness and existing systems, assess data availability and integration requirements, identify minimal additional needs, and prepare concise implementation plans outlining approach, timelines and expected outcomes.

The groups shall further roll out pilot projects within defined timelines ensuring integration with existing workflows, demonstrate measurable improvements such as reduction in processing time, improved service delivery or enhanced monitoring, document solutions and process flows for replication and scaling, ensure data security, privacy and responsible usage at all stages, and leverage technical support from the upcoming Centre of Excellence/IT Park at Indian Institute of Technology Jammu and Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N) using existing platforms to the maximum extent possible.

They have also been directed to submit scale-up plans based on pilot outcomes and furnish periodic progress reports to the Information Technology Department.

The Information Technology Department, Jammu and Kashmir, has been designated as the nodal department for coordination and monitoring, with periodic review by the Steering Committee to ensure timely execution and tangible outcomes.
