SRINAGAR: Jammu and Kashmir has received more than Rs 3,000 crore under two central funding mechanisms for restoration and reconstruction of infrastructure damaged in the 2025 floods and landslides, with over Rs 429 crore already released for execution of approved works, Chief Secretary Atal Dulloo was informed on Friday.
Chairing a high-level review meeting on projects being implemented under the Disaster Component of the Special Assistance to States for Capital Investment (SASCI) and the Post-Disaster Needs Assessment (PDNA)-based Recovery and Reconstruction package, Dulloo directed departments to accelerate execution and ensure completion of works within prescribed timelines.
The meeting reviewed progress in identification, approval and implementation of restoration and reconstruction projects taken up in the aftermath of the 2025 natural disasters.
Officials informed the meeting that Jammu and Kashmir has been allocated Rs 1,431 crore under the Disaster Component of SASCI for restoration of damaged infrastructure and disaster mitigation measures. In addition, the Ministry of Home Affairs has approved Rs 1,579.09 crore under the PDNA-based Recovery and Reconstruction package, including a Central share of Rs 1,421.12 crore and a Union Territory share of Rs 157.91 crore.
According to the financial allocations approved under SASCI, the Public Works Department has received the largest share of Rs 860 crore, followed by the Jal Shakti Department with Rs 315 crore, the Power Development Department with Rs 173 crore, the Agriculture Production Department with Rs 51 crore and the Youth Services and Sports Department with Rs 32 crore.
The meeting was informed that after reconciliation of proposals and removal of overlapping works, projects worth nearly Rs 1,196 crore have been finalised under SASCI. Work plans exceeding Rs 1,025 crore have already been uploaded on the BEAMS platform, while the Finance Department has released more than Rs 429 crore to various departments for implementation.
Dulloo directed all departments to expedite restoration works and ensure full utilisation of funds within the sunset period prescribed under the SASCI scheme. He also asked departments to immediately finalise and submit all pending permanent restoration projects under the PDNA framework.
The Chief Secretary further instructed departments to submit additional restoration proposals worth around Rs 232 crore to the Finance Department for consideration and called upon the Public Works, Power Development and Housing and Urban Development departments to expedite submission of infrastructure projects for funding under the SASCI Disaster Component for 2026-27.
To prevent duplication of expenditure, Dulloo directed all departments to furnish certificates confirming that projects proposed under SASCI and PDNA are not being financed under any other scheme. He said no financial claims would be processed without such certification.
The meeting was informed that the approved PDNA assistance covers multiple sectors, including housing, education, health, roads, drinking water supply, sanitation, power, irrigation, agriculture, tourism, horticulture and environmental restoration. The largest share of funding has been earmarked for infrastructure sectors that suffered extensive damage during the floods and landslides.
Reiterating the government’s commitment to resilient reconstruction, Dulloo said the restoration programme should not only rebuild damaged assets but also strengthen infrastructure to withstand future disasters and protect lives, livelihoods and essential services across Jammu and Kashmir.
