SRINAGAR: The Jammu and Kashmir Government has spent Rs 62.65 crore on outsourced services in the 2025-26 financial year against a budget allocation of Rs 80.87 crore, while 249 outsourcing contracts are currently operational across departments, the Legislative Assembly was informed.
The Finance Department, responding to an unstarred question, said the outsourced services cover a wide range of functions, including housekeeping, catering, security, sanitation, municipal services, transport, watch and ward, technical personnel in IT, GIS and remote sensing, vocational training, child protection, women’s welfare, farm activities, and maintenance works. These engagements have been made in accordance with General Financial Rules, 2017, and guidelines under various Centrally Sponsored Schemes.
The department also informed the House that the total approved budget for 2025-26 stands at Rs 1,12,310 crore, including a capital expenditure (capex) allocation of Rs 32,607 crore. Of this capex package, Rs 11,742 crore had been spent by January 31, 2026, comprising Rs 7,619 crore on capital works and Rs 4,123 crore on repayment of debt.
The revenue budget for 2025-26 was fixed at Rs 79,703 crore, against which expenditure of Rs 60,345 crore had been recorded by January 31, 2026.
Expenditure on salaries and related heads constitutes a major component of government spending. The total budget provision for salaries, pensions, gratuity, wages, honoraria, NPS, and leave salary in 2025-26 is Rs 43,063.29 crore, of which Rs 32,591.96 crore has been spent so far. This includes Rs 19,550.75 crore on salaries and Rs 10,789 crore on pensions and gratuity, along with spending under other salary-related components.
