The project marks a significant step in strengthening aviation infrastructure and enhancing connectivity in the Kashmir Valley. The airport, operated by the Airports Authority of India within the Budgam Airbase of the Indian Air Force, was designated an international airport in 2005 and is located around 12 kilometres from Srinagar city.

Spread across 73.18 acres, the new Civil Enclave will feature a state-of-the-art terminal building covering 71,500 square metres, including 20,659 square metres of existing structure. The terminal is designed to handle 2,900 passengers during peak hours and will have an annual capacity of 10 million passengers per annum (MPPA).

The expanded apron will provide 15 aircraft parking bays, including one wide-body (Code E) bay — comprising nine existing and six proposed bays. The 3,658 metre by 45 metre runway will continue to be operated by the Indian Air Force. The project also includes the construction of barracks for security personnel and a multi-level car parking facility with space for 1,000 cars.

Architecturally, the terminal will blend modern design with Kashmir’s cultural heritage, incorporating traditional woodwork and locally inspired craftsmanship. The design aims to ensure operational efficiency through streamlined passenger processing areas, spacious lounges and advanced security and check-in systems.

Sustainability features will include advanced water harvesting systems, maximised natural lighting to reduce energy consumption and the use of locally sourced eco-friendly materials to minimise the carbon footprint. The project is targeted to achieve a 5-star GRIHA rating.

According to the PIB handout, the development is expected to boost tourism and economic growth by improving connectivity to key attractions such as Dal Lake, Shankaracharya Temple and the Mughal Gardens. It is also projected to generate employment, stimulate investment and strengthen Srinagar’s position as a major tourist and economic destination.

The Civil Enclave project, the handout said, represents a major step towards providing world-class infrastructure, improved passenger facilities and enhanced connectivity while showcasing Kashmir’s cultural and natural heritage.
