SRINAGAR: Chief Minister Omar Abdullah on Friday said that Mission YUVA has achieved “wide and deep” grassroots outreach across Jammu and Kashmir, emerging as a key pillar of the government’s employment generation and entrepreneurship strategy.
While delivering the Budget 2026–27 speech in the Legislative Assembly, the Chief Minister said the Mission YUVA mobile application has recorded around two lakh downloads in the past year, with applications received from nearly 95 per cent of panchayats across the Union Territory.
He said so far about 7,000 applications have been received, while nearly 55,000 Detailed Project Reports (DPRs) have been prepared through a strong institutional framework established at the district level.
The Chief Minister said the programme is supported by 27 Business Development Units at the district level, 80 business helpline desks at the sub-divisional level, and around 2,000 YUVA Dhoots at the grassroots, who are actively hand-holding applicants and supporting them through their entrepreneurial journey.
“As a result of this structured approach, at least 47,000 applications have been approved by district-level implementation committees, 16,500 enterprises have been sanctioned by banks, and nearly Rs 800 crore has already been disbursed in the first year of the scheme,” he said.
He added that another 2,000 applications are currently under active processing with banks and are expected to be sanctioned shortly. Applications returned by banks are being reprocessed through a facilitative non-rejection mechanism supported by a dedicated business helpline, he said.
The Chief Minister said capacity building remains integral to Mission YUVA. More than 8,000 entrepreneurs have completed structured training programmes, while another 5,000 are currently undergoing entrepreneurship development programmes.
To ensure transparency and accountability, he said Mission YUVA is supported by a comprehensive end-to-end digital dashboard that enables real-time monitoring of applications and outcomes.
He added that the Mission YUVA application functions as a one-stop digital platform for aspiring entrepreneurs and is already operational, and that the government plans to further scale up the programme in the coming period.
