No Central Funds Released Yet for Flood Restoration in 2025–26; Jammu Kashmir Utilises Rs 289.39 Cr SDRF, Rs 100 Cr UT Capex for Urgent Works

   

SRINAGAR: The Government of India has not released any funds so far for flood restoration works in Jammu and Kashmir during the current financial year 2025–26, the Jammu and Kashmir Government informed the Assembly.

Replying to a question raised by MLA Rajiv Jasrotia, the Disaster Management, Relief, Rehabilitation and Reconstruction (DMRRR) Department said that no allocation has been received from the Centre specifically for flood restoration this year.

However, the Union Territory has mobilised funds under other components to address urgent flood-related works. An amount of Rs 289.39 crore has been released during the current financial year under the State Disaster Response Fund (SDRF), with district-wise allocations already made.

According to official figures, Rs 200.39 crore has been distributed among districts of the Jammu Division, while Rs 89 crore has been allocated to the Kashmir Division.

Under the SDRF component, major releases and expenditure in Jammu Division include Udhampur (Rs 38.49 crore spent), Jammu (Rs 22.96 crore), Samba (Rs 15.88 crore), Rajouri (Rs 10.21 crore), and Kathua (Rs 9.87 crore). Other districts such as Doda, Poonch, Kishtwar, Ramban and Reasi also received allocations with varying levels of expenditure.

In Kashmir Division, funds have been released for all districts, with spending reported from Baramulla (Rs 3.26 crore), Anantnag (Rs 2.77 crore), Pulwama (Rs 2.40 crore), Srinagar (Rs 1.79 crore) and Bandipora (Rs 1.20 crore), among others.

Separately, the government said Rs 100 crore has been released under the UT Capex Budget (2025–26) for “Flood Relief Measures”, with Rs 5 crore each earmarked for all 20 districts to undertake urgent restoration works.

Of this, expenditure so far remains limited. In Jammu Division, around Rs 13.29 crore has been utilised, with Udhampur (Rs 3.98 crore) and Kathua (Rs 3.00 crore) reporting the highest spending. Several districts, including Reasi and parts of Kashmir, have recorded minimal or zero expenditure.

In the Kashmir Division, only Rs 1.97 crore has been spent out of Rs 50 crore released, with Budgam and Anantnag showing modest utilisation while many districts have yet to begin significant spending.

Meanwhile, the Jal Shakti Department has also received funds for ongoing flood management projects under the Flood Management and Border Area Programme (FMBAP). These include Rs 164.35 lakh for works under projects JK-21, JK-22 and JK-23, and Rs 6,041.25 lakh for the Comprehensive Flood Management of River Jhelum, Phase-II (Part-A).

Additionally, based on the report of the Inter-Ministerial Central Team (IMCT), the Government of India has allocated Rs 1,431 crore to Jammu and Kashmir under the Scheme for Special Assistance to States for Capital Investment (SASCI). The funds will be released to departments once detailed project proposals for flood restoration are submitted.

The government said these measures are aimed at addressing immediate restoration needs while larger central assistance is awaited.
