SRINAGAR: The Jammu and Kashmir government on Monday said that more than 10,600 posts have been advertised by major recruiting agencies over the past three years, with selections at various stages of completion, while attributing delays in some cases to litigation, eligibility clarifications and administrative processes.
Replying to an unstarred Assembly question, the government said the Jammu and Kashmir Public Service Commission (JKPSC) issued 21 recruitment notifications in 2023 and seven in 2024, with selections largely proceeding as per schedule. It said most of the posts referred during 2024–25—amounting to 1,437—are currently under process and are expected to be completed during 2026.
A total of 1,655 posts are presently under consideration with the Commission, of which 218 posts—referred in 2023 and earlier—remain pending due to reasons such as court cases, pending clarifications from departments regarding eligibility conditions, and issues related to syllabus approval. The government maintained that, on average, selections are completed within two years of receipt of requisitions, which it described as reasonably efficient.
In the case of the Jammu and Kashmir Services Selection Board (JKSSB), the government said 10,642 posts were advertised over the last three years. Out of these, selections have been completed for 4,294 posts, while 1,163 posts remain under live advertisements and 811 posts have reached the stage of provisional selection lists. Additionally, 4,307 posts are at the examination stage and 49 at the final selection stage, while 18 posts have been withdrawn or returned to departments.
The government said recruitment for major categories is progressing, including 3,980 constable posts in the Home Department out of 4,002 advertised in 2024, with only 22 posts of constable (photographer) yet to be finalized. It added that recruitment for 669 sub-inspector posts was delayed due to a court case but will now proceed, with the examination scheduled for June 2026.
Similarly, examinations for 600 posts of Finance Accounts Assistant are also scheduled for June 2026. However, recruitment for 75 posts of Naib Tehsildar could not be initiated due to litigation and status quo orders from the Central Administrative Tribunal.
The government said pending cases from 2023 include two notifications involving 141 posts in the Higher Education and Skill Development departments, where delays are primarily linked to equivalence issues in qualifications.
On accountability, the government said no disciplinary action has been initiated, maintaining that recruitment delays are largely procedural and arise from the need to ensure transparency, document verification and legal compliance.
It added that several steps have been taken to streamline the process, including rationalizing examination schedules, adopting technology-driven systems, strengthening manpower and closely monitoring timelines to ensure faster and more efficient recruitment in the future.
