SRINAGAR: More than 4,700 Indian nationals are currently lodged in prisons across four Gulf countries, the Government informed the Lok Sabha, citing data from Indian Missions and Posts. Saudi Arabia accounts for the highest number at 2,719, followed by Bahrain with 1,002, Qatar with 896 and Oman with 137.
The Ministry of External Affairs said foreign governments generally do not share details of cases due to their privacy laws, and that India learns of arrests, detentions or imprisonment only when such cases are reported to its embassies or consulates. Officials then seek immediate consular access to verify nationality, ascertain facts and ensure welfare of the detained individual.
The Ministry added that Indian Missions regularly pursue the release and repatriation of nationals, urging local authorities to expedite investigations and judicial processes. Issues related to imprisoned Indians are also taken up during bilateral consultations and high-level visits. India has prisoner transfer treaties with several countries, allowing convicts to serve their sentences at home.
The Government said consular aid, including legal assistance, is provided without charge. Missions maintain panels of local lawyers and support is also extended through the Indian Community Welfare Fund, which covers legal aid and repatriation expenses for those in distress.
To better prepare workers heading abroad, the Government said more than 2,22,387 prospective emigrants have received Pre-Departure Orientation and Training as of October 31, 2025. The programme familiarises workers with local regulations, living conditions and essential dos and donts before they take up employment in Gulf nations.
