Taking cognizance of the news reports about a tutor arrested on the charges of raping his taught, and the mushroom growth of coaching centers and their poor facilities therein, the State Human Rights Commission (SHRC) issued notices to Divisional Commissioner Kashmir, Director School Education Kashmir for submitting their respective reports in the matter.

“All the Dy. Commissioners of Kashmir are also directed to come up with their respective reports in the matter together with the details of all the coaching centers, registered/un-registered operating in their respective jurisdictions positively by or before the next date,” reads the order passed by Rafiq Fida, member SHRC.

“Despite the fact that the students are charged an exorbitant tuition fee ranging from Rs. 20,000/- to Rs. 30,000/- for a couple of months, the owners of these coaching centers, while minting money from the poor students, do not bother to even equip their centers with basic requirements including heating arrangements and separate classrooms for the boy and girl students not to talk of adequate infrastructure. The mushroom growth of coaching centers has led to the evasion of basic formalities as barring a few, all these coaching centers are not registered anywhere, their due electricity dues not paid, some of them are even fined by the PDD.”

The SHRC order adds that as it is apparent that most of the tutors of these coaching centers are government teachers who unfortunately lag behind at their places of postings while, paradoxically, putting their best in the coaching centers which is a gross exploitation of students that directly infringes their right to education and violation of human rights at large.
