 The State Power Development Corporation (SPDC) is awarding six power projects for implementation under Independent Power Producers (IPP) scheme. The thoroughly processed assessment for allotments was approved by the corporation Board of Director led by Chief Minister Omar Abdullah on Wednesday.

Cumulatively, the five projects would generate 131 MWs of power. These projects include 40 MW Ans-I, 45 MW Bichlari, 27 MW Kanzil Wangath, 12 MW Girjin Ki Gali and 7 MW Chandanwari Uri. All these projects allotted under IPP would return to the SPDC after 35 years.

SPDC would get free power ranging from 16% to 22% including 1% of local area development fund (LADF). State would get 30% additional electricity at most economical rates determined through tariff based bidding in respect of projects above 25 MW with the first right of refusal to the state in respect of remaining power generated by these projects. In respect of projects up to 25 MW, the state’s energy policy suggests, the tariff shall be determined by the J&K SERC.

With these five projects, the number of projects approved for allotment during 2012 has reached to eleven with an aggregate capacity of 643 MW, a spokesman of the SPDC said. These include SPDC owned second stage of Bagliahr (450 MW), 1.50 MW Pahalgam, 5 MW Puga Geo Thermal, 9 MW Dah, 9 MW Hanu and 37.5 MW Parnai.

The SPDC spokesman said that the corporation has initiated the tendering process of 16 more projects with cumulative capacity of 645 MW. Targetted to be allotted during the current fiscal, these include 48 MW Lower Kalnai, 93 MW New Ganderbal, 390 MW Kirthai-I, and 13 IPP projects with a capacity of 114 MW. The IPP projects are 7 MW Chenani-IV, 8 MW Sewa-I, 10 MW Erin, 10 MW Mawar, 6 MW Boniyar, 6.5 MW Gulabgarh, 16 MW Phagla, 4 MW Bringi, 4.5 MW Shaliganga, 6 MW Nihama, 9 MW Sukhnag, 6 MW Hanswar Padder, and 21 MW Patnazi Bunjwah.

Already, the 850 MW Rattle has already been allotted to an IPP through International Competitive Tariff Based Bidding. The pre-construction works of the project have been taken up and the main project is expected to start shortly after Environment Clearance is accorded by MoEF.
