In a post on X, Rijiju stated that President Droupadi Murmu had approved the government’s proposal to hold the session “subject to exigencies of Parliamentary business.” He expressed hope for a “constructive and meaningful session that strengthens democracy and serves the aspirations of the people.”

The session holds significance as it comes immediately after the Assembly elections in Bihar, where the first phase of the Special Intensive Revision (SIR) was recently completed. Political observers expect a charged atmosphere, with the Opposition likely to corner the government on the SIR process and alleged instances of vote manipulation in Haryana and Maharashtra.

Among the key legislations expected to be introduced are The Constitution (One Hundred and Thirtieth Amendment) Bill, 2025, The Government of Union Territories (Amendment) Bill, 2025, and The Jammu and Kashmir Reorganisation (Amendment) Bill, 2025.

The previous session of Parliament, held from July 21 to August 21, witnessed repeated disruptions and adjournments over the Opposition’s demands for debates on Operation Sindoor and the SIR in Bihar. Despite the turbulence, 12 Bills were passed by the Lok Sabha and 15 by the Rajya Sabha during the 21 sittings spread over 32 days.

Officials said the upcoming Winter Session is expected to prioritise key legislative business while also addressing issues emerging from the recent electoral and administrative developments.
