2,395 Rehbar-e-Khel Teachers Await Regularisation in Jammu Kashmir, Govt Says Policy in Place

   

SRINAGAR: The Jammu and Kashmir Government on Thursday said that 2,395 Rehbar-e-Khel teachers across the Union Territory are to be regularised in a phased manner, as per an existing policy, with modalities for implementation currently under consideration.

Replying to Un-starred Assembly Questiontabled by MLA Reyaz Ahmad Khan, the Youth Services and Sports Department informed the House that a policy for Rehbar-e-Khel teachers was already notified through Government Order No. 141-Edu (YSS) of 2017 dated October 27, 2017.

Under the policy, Rehbar-e-Khel teachers—engaged as Physical Education Instructors—are eligible for regularisation after completion of seven years of satisfactory and continuous service, subject to the availability or creation of posts of Physical Education Teachers. The government said the process is to be carried out in a staggered manner.

The reply indicates that while the policy framework exists, the operational modalities for implementing the regularisation process are still being worked out, leaving the teachers awaiting clarity on timelines.

Providing a district-wise snapshot, the government said a significant number of Rehbar-e-Khel teachers are concentrated in Kashmir division, with districts such as Anantnag (187), Kupwara (180), Budgam (153), Kulgam (122), and Bandipora (103) accounting for a large share of the workforce. Smaller numbers are reported in districts like Srinagar, Shopian and Ganderbal.

The issue of regularisation has remained a long-pending demand of Rehbar-e-Khel teachers, many of whom have completed several years of service under the scheme.
