SRINAGAR: The Department of Posts, Ministry of Communications, on Tuesday announced the resumption of all categories of international postal services to the United States of America (USA) from October 15, 2025, following a two-month suspension.
Postal services to the USA had been halted on August 22, after the U.S. Administration issued Executive Order 14324, revoking the de minimis treatment for postal shipments and introducing new customs duty requirements under the US Customs and Border Protection (CBP).
According to the Ministry, India Post has now developed a fully compliant Delivery Duty Paid (DDP) mechanism in coordination with CBP-approved Qualified Parties. The system, successfully trialled in Delhi and Maharashtra circles, enables all applicable customs duties to be collected upfront in India and remitted directly to the CBP. This ensures quicker clearance and delivery without additional charges or delays for US recipients.
Under CBP rules, postal consignments from India to the USA will attract a flat 50 percent customs duty on the declared FOB value, with no product-specific surcharges. The Department of Posts said the simplified duty structure and unchanged postal tariffs would significantly reduce costs for MSMEs, artisans, small traders, and e-commerce exporters.
The Department clarified that no extra fee will be charged for facilitating DDP and Qualified Party services. Customers can now send all categories of international mail—including EMS, Air Parcels, Registered Letters, and Tracked Packets—to the USA from any Post Office, International Business Centre, or Dak Ghar Niryat Kendra, as well as through the India Post Self-Service Portal.
Officials added that the DDP system enhances transparency and the ease of doing business by allowing exporters to prepay all duties in India, ensuring predictable shipping costs and seamless cross-border delivery.
The Department of Posts said the resumption of services represents a significant step in strengthening India’s global postal network and supporting flagship initiatives such as Make in India, One District One Product (ODOP), and Dak Ghar Niryat Kendras (DNKs). Circle Heads have been directed to conduct awareness campaigns to encourage exporters to use postal channels for international trade.
