The decision has been taken through Society Order No. 636-Chirag of 2026, dated July 5, 2026, issued by Project Director, Samagra Shiksha, Bhawani Rakwal, JKAS. The order follows Government Order No. 257-JK(Edu) of 2026 dated July 4.

According to the order, the earlier review panels have been disbanded and separate committees constituted for the Jammu and Kashmir divisions to carry out random inspections of books supplied to schools across different districts.

The committees have been directed to thoroughly examine the books and ensure “that not a single objectionable word lies in these books.” They have also been tasked with verifying that the material promotes constitutional values, national integration, scientific temper and balanced historical perspectives.

The Directorate has clarified that no payments have been released to publishers under the library book procurement programme so far and that any future payments will be made only after the committees authenticate the books and submit their reports.

The Jammu Division committee comprises Samagra Shiksha coordinators Kalpana Jasrotia, Ranjana Gupta, Archana Parihar and Neelam Kumari Sharma, along with four officers not below the rank of Lecturer to be deputed by the Director of School Education, Jammu, and two academic officers to be nominated by the Director of SCERT, Jammu and Kashmir.

The Kashmir Division committee includes Samagra Shiksha coordinators Fayaz Ahmed Fayaz, Arunesh Kumar, Asif Mehraj and Poonam Suri. The committee will also include four officers not below the rank of Lecturer deputed by the Director of School Education, Kashmir, and two academic officers nominated by the Director of SCERT.

The committees have been asked to submit their reports within 30 days.
