SRINAGAR: In a major push towards post-disaster recovery and strengthening preparedness, the Jammu and Kashmir Government on Monday approved disaster recovery projects worth Rs 751.46 crore for the restoration and reconstruction of critical public infrastructure across the Union Territory.
The approval was granted during the second meeting of the State Executive Committee (SEC) for 2026-27 under the Disaster Management framework, chaired by Chief Secretary Atal Dulloo.
The meeting was attended by Administrative Secretaries, Divisional Commissioners, senior officers of the Finance Department, Department of Disaster Management, Relief, Rehabilitation and Reconstruction (DMRRR), and other stakeholder departments.
Officials said the approved projects will cover key sectors including roads and bridges, power, school education, health, social welfare and agriculture production. A total of 1,033 individual works and activities will be taken up by the concerned departments under the recovery and reconstruction programme.
The projects have been approved under the Post Disaster Needs Assessment (PDNA) funding mechanism for Jammu and Kashmir to restore infrastructure damaged during the disasters of 2025.
During the meeting, officials informed that the High-Level Committee (HLC) of the Government of India had earlier approved ₹1,534.58 crore for Jammu and Kashmir based on recommendations of the National Disaster Management Authority (NDMA) and the Sub-Committee of the National Executive Committee.
Chief Secretary Atal Dulloo directed all implementing departments to ensure timely completion of approved projects while maintaining technical standards, transparency and quality.
He also asked departments that are yet to submit their project proposals despite approval of funds by the Ministry of Home Affairs (MHA) to expedite the process and submit them within the next few days.
Dulloo stressed that the funds earmarked for Jammu and Kashmir should be utilised effectively to execute disaster mitigation, restoration and protection works for public safety and welfare.
The SEC also approved recovery projects worth ₹33.19 crore for Ramban district under the PDNA conducted after the April 2025 disaster. The projects will cover education, animal husbandry and livestock, roads and bridges, housing, and irrigation and flood control sectors.
To further enhance disaster response capabilities, the Committee approved the release of State Disaster Response Fund (SDRF) assistance to all District Disaster Management Authorities (DDMAs) and Divisional Commissioners.
Under the approved allocation, ₹2 crore each will be released to every DDMA, while ₹1 crore each will be provided to the Divisional Commissioners of Jammu and Kashmir divisions to meet emergency disaster management requirements.
The Chief Secretary said building resilient infrastructure and improving institutional preparedness against disasters must remain a priority.
He said effective utilisation of funds and timely completion of projects would strengthen Jammu and Kashmir’s disaster response mechanism and ensure faster recovery for affected communities.
Officials said the measures reflect the government’s focus on creating a robust disaster management framework through investments in recovery, preparedness and capacity building while protecting lives, livelihoods and public infrastructure across the Union Territory.
