Over 12,600 Community Service Centres Operational in Jammu and Kashmir: Govt

   

SRINAGAR: Chief Secretary Atal Dulloo chaired a high-level meeting to evaluate measures to strengthen the  Community Service Centres (CSC) network in Jammu and Kashmir.

Providing key statistics, Commissioner Secretary of the IT Department, Saurabh Bhagat, said that Jammu and Kashmir administration has established 313 Business Correspondents (BCs), 20 District Aadhaar Seva Kendras (ASKs), 90 Block ASKs, 70 Urban Common Locations (UCLs), and 733 new service touchpoints across Tehsil offices, Block Development Offices (BDOs), and Degree Colleges to improve public access to government services.

He reported that the Community Service Centres (CSCs) have processed 3.2 lakh Aadhaar service transactions, 4.1 lakh micro ATM transactions, 13 lakh Government-to-Citizen (G2C) and Business-to-Citizen (B2C) transactions, 11.9 lakh Aadhaar Enabled Payment System (AEPS) transactions, and facilitated 32,212 appointments with ‘Digidost.’ Additionally, thousands of transactions related to money transfers, tele-law services, skill development, and banking have been completed through these centres.

He underscored the critical role of CSCs in last-mile e-governance service delivery under the Digital India initiative. He said that out of 18,618 CSCs in JK, 12,602 are currently active.

Atal Dulloo directed officials to integrate more services from key departments, including Revenue, Housing & Urban Development, Agriculture, Rural Development, Labour & Employment, Power Development, Jal Shakti, and Industries & Commerce. This expansion aims to improve accessibility and enhance the earnings of CSC operators.

The Chief Secretary highlighted the ‘Digidost’ initiative, which enables citizens to access government services from their homes at regulated rates. He instructed the Special Purpose Vehicle (SPV) to enhance CSC operator training and provide dashboard access to the IT Department for improved monitoring and service efficiency.

Dulloo urged banks to explore the possibility of converting CSCs into Business Correspondents (BCs) or Unbanked Rural Centres (URCs) to strengthen financial inclusion. He also reviewed the establishment of additional touchpoints in government offices and the operational challenges involved.

Principal Secretary, Agriculture Production Department (APD), Shailendra Kumar, suggested setting up model CSCs in each block to function as one-stop service hubs. He stressed the importance of integrating CSCs with government portals to provide seamless digital services.
