SRINAGAR: Jammu and Kashmir has received Rs 422.52 crore in central assistance for flood management works during the 11th and 12th Five-Year Plans, with total funding rising to Rs 805.27 crore since the inception of the Flood Management Programme, according to data placed before the Lok Sabha on Thursday.
The funds were released under the Flood Management Programme component of the Flood Management and Border Areas Programme, aimed at supporting flood protection and anti-erosion works in vulnerable regions. In addition, Jammu and Kashmir received Rs 9.98 crore during the Eleventh and Twelfth Plans and a cumulative Rs 25.91 crore under the River Management Activities and Works related to Border Areas component of the same programme.
The Ministry of Jal Shakti told Parliament that flood management schemes are formulated and implemented by state governments, with the Union Government supplementing efforts through technical guidance and promotional financial assistance for projects in critical areas.
At the national level, total central assistance released under the Flood Management Programme stood at Rs 4,873.07 crore during the Eleventh and Twelfth Plans, increasing to Rs 7,260.51 crore since the scheme’s inception up to March 2025. Assam, Bihar, West Bengal, Himachal Pradesh and Jammu and Kashmir were among the major recipients of these funds.
Under the River Management Activities and Works related to Border Areas component, Rs 563.61 crore was released during the Eleventh and Twelfth Plans, while cumulative funding reached Rs 1,477.15 crore up to March 2025. Bihar, Uttar Pradesh, West Bengal and Jammu and Kashmir featured among the beneficiary states under this component.
Replying to questions on flood risks, the ministry stated that flood management and anti-erosion works remain a state subject, with central support provided based on project proposals and priorities identified by the states.
The government also informed the House that the Central Water Commission maintains a nationwide network of 350 flood forecasting stations, including stations for inflow and water level monitoring, to support early warning and flood preparedness across the country.
