SRINAGAR: The Rajya Sabha on Thursday approved sending the Constitution (130th Amendment) Bill 2025, Government of Union Territories (Amendment) Bill, 2025, and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025 to a joint parliamentary committee. The panel will comprise 21 Lok Sabha members and 10 Rajya Sabha members, to be nominated by the Speaker and Deputy Chairman respectively, and has been directed to submit its report by the last day of the first week of the winter session.
Union Home Minister Amit Shah, as per The Hindu report, moved the motion in the Upper House amid sustained sloganeering and protests by the Opposition, and it was adopted through a voice vote.
The bills, tabled earlier in the Lok Sabha, aim to amend the Constitution, the governance framework for Union Territories, and the Jammu and Kashmir Reorganisation Act, 2019.
The Constitution (130th Amendment) Bill, 2025, seeks to allow the removal of a Central or State Minister facing allegations of corruption or serious offences who has been detained for at least 30 days. The Jammu and Kashmir Reorganisation (Amendment) Bill 2025, proposes amendments to Section 54 to provide a legal framework for removing the Chief Minister or a Minister in case of arrest or detention on serious criminal charges.
Opposition leaders have termed the bills “draconian” and “unconstitutional”, with MPs tearing and throwing copies of the bills in protest during proceedings in the Lok Sabha.
