Chief Minister Nitish Kumar revealed the initiative through a post on X, stating that the ‘Mukhyamantri Nishchay Swayam Sahayta Bhatta Yojana’, previously available to intermediate-pass youth, has now been extended to graduates in arts, science, and commerce. Eligible youths aged 20-25 who are not engaged in studies, self-employment, or any form of government, private, or non-government work will qualify for the allowance.

“The objective is to empower educated youth, particularly in rural areas, and provide them with a steady source of income while they seek employment,” Kumar wrote. He urged recipients to use the assistance to pursue skill development and prepare for competitive examinations.

Officials confirmed that the scheme will be implemented statewide, with registration and disbursement details to be announced shortly. The move comes amid growing concerns over rising graduate unemployment in Bihar, where many young people struggle to secure suitable jobs despite completing higher education.

Since the formation of his government in 2005, Kumar said, creating employment opportunities and empowering youth has been a top priority. A target has been set to provide jobs to one crore youths over the next five years, supported by skill development programmes aimed at enhancing employability in both government and private sectors.

“The initiative seeks to make Bihar’s educated youth self-reliant, skilled, and employment-oriented, enabling them to contribute meaningfully to the development of the state and the country,” Kumar added.

With assembly elections scheduled later this year, the scheme is also expected to resonate with young voters across the state.
