Legislative proceedings have long been a stage for drama, humour and absurdity. The UK House of Commons has witnessed its share of spirited debates, including one notable exchange involving British Prime Minister Winston Churchill. During a heated discussion, Churchill retorted to a colleague, “I may be drunk, Miss, but in the morning, I will be sober, and you will still be ugly.”
My introduction to the Jammu and Kashmir Legislative Assembly complex was marked by anticipation. I expected passionate speeches, lively debates and occasional outbursts. The day’s first unexpected moment arrived when an elderly gentleman, clad in a black kurta, approached the entrance. He was met with the phrase, “Ye haz chu full, ateiche ne jayi” (This place is full; there is no space here). Unfazed, the man cleared his throat and proclaimed, “Mai MLA hoon jenab!”(I am an MLA, sir!).
Upon entering the legislative hall, I was immediately struck by the relaxed atmosphere. The session had been adjourned for an hour, and the opposition MLAs had transformed the space into a veritable picnic spot. They lounged across benches, some engrossed in videos, others consumed by laughter. A legislator from the opposition caught sight of a lone MLA from across the aisle and beckoned him over with warm hospitality.
“Aao maharaj, idhar aao!” he exclaimed, his voice infused with camaraderie.“Apki party ne to saath diyatha, bohot jagah hai aajao.” The invitation was genuine, acknowledging the support offered by the MLA’s party.
However, the tranquillity was fleeting. The speaker’s entrance heralded a return to order, and the atmosphere shifted dramatically. Both sides sprang into action, their voices escalating into shouts as fingers pointed accusingly and heads shook in fervent dissent. Every MLA seemed resolute in outdoing their opponents, their passion and conviction momentarily replaced by an unspoken competition – to be heard above the din.
To an outside observer, this spectacle might have appeared as a fervent clash of ideologies. Yet, within those walls, it felt more akin to a spirited contest, governed by an unspoken rule: to outshout opponents until breathless, adjournment or expulsion.
The legislative assembly’s proceedings ended abruptly, marking the conclusion of business for the day. As the Speaker departed, the honourable legislators seamlessly transitioned from fervent debaters to convivial companions. Like actors exiting the stage, they shed their impassioned personas, adopting a more relaxed demeanour.
In the canteen, a different scene unfolded. Legislators from diverse parties and affiliations gathered, sharing laughter and camaraderie over steaming cups of tea and savoury delicacies – bread pakoras, kebabs and toast. Their previous fervour forgotten, they now engaged in lively discussions. Some crafted tweets, while others deliberated wedding attendance in Kulgam. Jovial interactions, punctuated by shared photographs and witty banter, dominated the atmosphere.
Legislative halls embody the essence of democracy, hosting impassioned debates, intense scrutiny and deliberations. These deliberations culminate in decisions far-reaching enough to impact countless lives. Yet, these revered spaces are also susceptible to sudden surprises, underscoring the intricate dynamics at play.
The Women’s Reservation Bill of 2010 sparked intense drama in the Rajya Sabha. Then Union Minister of State for Women and Child Development, Ms Renuka Chowdhury, physically intervened to protect the bill from a fellow MP attempting to seize it from Law Minister HR Bhardwaj. To prevent further disruptions, women MPs formed a protective barrier around Mr Bhardwaj as he introduced the legislation.
These remarkable anecdotes expose the vulnerability of legislative proceedings to personal agendas, emotional turmoil and electoral interests. For newcomers, the reality of these proceedings may diverge from expectations. Nevertheless, a heartening shift is evident – citizens are scrutinizing governance and holding elected representatives accountable for every utterance.
Legislative halls envisioned as bastions of democracy, host fervent debates and intense scrutiny. Yet, they are susceptible to sudden surprises, underscoring intricate dynamics. The evolving landscape of governance underscores citizens’ growing vigilance, ensuring elected officials’ words and actions align with public interest.
Legislative proceedings are a unique blend of theatre and governance, intertwining scripted moments with genuine reactions that can be harsh. This complex dance is a testament to democracy’s resilience, which stems not from perfection but from its capacity to reflect society’s intricacies – flaws, impulsiveness and judgmental tendencies included.
