“Not a single officer in any of the operations described here has faced criminal proceedings for framing of innocents. Adverse observations, strictures and censures from the court have not come in the way of promotions, gallantry awards and President’s medals,” the report states.

“The additional DCP of special cell, Sanjeev Yadav, who is currently heading investigations into crucial cases such as the attack on an Israeli diplomat earlier this year, was indicted by the National Human Rights Commission in 2006 for conducting an alleged fake encounter in Sonia Vihar of northeast Delhi. Why has no action been taken against him?” the report asks.

The JTSA report has called for action against the accused officers and an inquiry into such false cases across the country. It has also recommended comprehensive rehabilitation package for the victims of frame-ups by the Special Cell of Delhi police, including assistance in education and occupation for those wrongfully incarcerated on false charges.

It has also sought a public apology by the government and the investigating agency to those who have suffered and asked the government to disband the Special Cell with immediate effect, which is highly unlikely to take place, given the efficiency with which the cell has been operating to ‘crack’ the terror cases in the heart of the world’s largest democracy.
